    The present paper is concerned with a generation theorem for local \(C\)-semigroups and its relation to the solvability of abstract Cauchy problems. A local \(C\)-semigroup \((S(t))\) and its generator \(A\) are defined by the same set of conditions as in the case of \(C\)-semigroups but on a possibly finite time interval. The authors prove a Hille--Yosida type theorem characterizing the generation property of an operator \(A\) through the estimates of the asymptotic \(C\)-resolvent of \(A\). If \(A\) is the generator of \(S(t)\), then the asymptotic resolvent of \(A\) is the local Laplace transform of \(S(t)\). Furthermore, under standard assumptions on \(C\) and if \(A\) is closed, the authors prove that the part of \(A\) in \(X_1\) (which is \(D(A)\) equipped with the graph norm) generates a local \(C| _{X_1}\)-semigroup on \(X_1\) if and only if the abstract Cauchy problem for \(A\) has a unique strong solution for any initial condition \(Cx\) with \(x\in D(A)\). The paper concludes with an application of the above theory to Cauchy problems defined on the time interval \([0,1)\) and a perturbation theorem for local \(C\)-semigroups.
