Let \(X_i\) \((i=1,\ldots,m)\) be \(C^{\infty}\)--smooth vector fields satisfying the Hörmander condition on \(\mathbb{R}^N,\) \(\Omega\subset \mathbb{R}^N\) a~relatively compact subset, \(\mu \) a Borel measure on \(\Omega,\) \(\lambda\) a~measure in \(K(\Omega),\) \(g\) a~continuous function on \(\Omega.\) We assume that \(\mu\) does not charge the sets of zero \(p\)-capacity. Then \(u\in H^{1, p}_{loc}(\Omega, X)\cap L^p_{loc}(\Omega, \mu)\) is called a~local solution of the relaxed Dirichlet problem if \[ \int_{\Omega}|Xu|^{p-1}XuXv\, dx+\int_{\Omega}|u-g|^{p-2}(u-g)v\mu(dx)=\int_{\Omega}v\, \lambda(dx) \] for all \(v\in H^{1, p}(\Omega, X)\cap L^p(\Omega, \mu)\) with the compact support in \(\Omega.\) (Notation \(Xu=(X_1u,\ldots, X_mu),\) norm \(||u||_{1,p}=\left(\int |Xu|^pdx+\int |u|^pdx\right)^{1/p}.\)) A point \(x_0\in\Omega\) is called regular if every local solution \(u\) is continuous at \(x_0\) and \(u(x_0)=g(x_0).\) The authors prove a~Wiener type criterion for the regularity in terms of the \(p\)--capacity \[ cap\,(E)=\, min_v\left(\int_{\Omega} |Xv|^pdx+\int_{E} |v|^p\mu(dx)\right) \] where \(E\subset\Omega\) is a~Borel subset and \(v-1\in H^{1,p}_0(\Omega, X).\) The paper is rather technical but all details of proofs are thoroughly explained.
