The author provides upper bounds for the first normalized Hilbert coefficient \(e_1(I)\) of an \(m\)-primary ideal \(I\) of a \(d\)-dimensional Cohen Macaulay local ring \((R,m)\). The main result generalizes previous ones by the author (for the case \(d=1\) and \(I=m\)) and, using the ring extension defined by the blowing up of \(R\) along \(I\), states that \[ e_1(I) \leq \binom{e_0(I)}{2} - \binom{\mu(I)-d}{2}, \] where \(e_0(I)\) is the 0-th Hilbert coefficient and \(\mu(I)\) the minimal number of generators of the ideal \(I\). Also, another bound is provided for the case when the multiplicity of \(I\) is a prime number.
