      The geography problem is generally stated for simply connected symplectic manifolds. However, when the first cohomology is nontrivial one can restate the problem taking into account how close the manifold is to satisfy the conclusion of the Hard Lefschetz Theorem, which is measured by the degeneracy. In this paper the degeneracy is included as an extra parameter in the geography problem and it is shown how to fill out the geography of symplectic 4-manifolds with Kodaira dimension 1 for all admissible triples. The main result of the paper asserts that for any admissible triple \((a,b,c)\) there is a minimal symplectic 4-manifold \((M,\omega)\) of Kodaira dimension 1 and so that \(a\) is the signature, \(b\) is the first Betti number of \(M\) and \(c\) is the degeneracy. Examples of admissible triples are also presented.
