The aim of the paper is to generalize partially Sophus Lie's triangular form for solvable Lie algebras of complex matrices. As a result, the author proves that if \(G\) is a connected Lie group and \(H\) a closed subgroup, then either \(G/H\) is fibred by Euclidean fibers which are permuted transitively by some maximal compact subgroup \(K\) of AD \(G\), or there is a nowhere vanishing smooth vector field on \(G/H\). In the first case, \(\chi(G/H)\geq 0\) and is greater than zero if and only if \(\text{rank\,} K\cap H= \text{rank\,}K\); in the second case, \(\chi(G/H)= 0\) if \(G/H\) is compact.
