For a Fuchsian group \(\Gamma\) we denote its horocyclic limit set by \(\Lambda_H(\Gamma)\). This is the set of limit points for which there is a horocycle containing an infinite number of points of a given orbit. We say that \(\Gamma\) is \textit{conservative} if \(\Lambda_H(\Gamma)\) is of full measure. It is known that the critical exponent \(\delta(\Gamma)\) of \(\Gamma\) satisfies \(\delta(\Gamma) \geq 1/2\) when \(\Gamma\) is conservative. The author shows that this estimate is sharp in the sense that there exists a sequence of conservative groups \(\Gamma_n\) with \(\delta(\Gamma_n)\rightarrow 1/2\). It is an open question if there is a conservative group with \(\delta(\Gamma)= 1/2\). The estimate of \(\delta(\Gamma_n)\) is achieved using the spectral characterisation of \(\delta(\Gamma)\).
