    Let \(\langle Tf,g\rangle=\int\int g(x) f(y) K(x,y) dx dy\) be a linear operator defined on all test functions \(f\) and \(g\) Lipschitz of order \(\eta>0\) with disjoint supports and such that the kernel \(K\) satisfies \(| K(x,y)| \leq C | x-y| ^{-n}\) and \(| K(x,y)-K(x', y)| \leq C | x-x'| ^{\varepsilon}| x-y| ^{-(n+\varepsilon)}\). Then, the main results of this paper states that if \(T1=0\) and \(T\) satisfies the weak boundedness property, that is, \(| \langle Tf,g\rangle| \leq C r^{(n+2\eta)} | | f| | _{\eta}| | g| | _{\eta}\) for every \(f,g\in C_0^{\eta}\) with diameters of supports not greater than \(r\), it holds that \(T\) is bounded on the Besov spaces \({B_p^{\cdot}}^{\alpha, q}\) with \(n/(n+\alpha)<p\leq \infty\), \(0<q\leq\infty\) and \(0<\alpha<\varepsilon\) and also on the Triebel-Lizorkin spaces \( {F^{\cdot}}_p^{\alpha, q}\) in the same range of indices but with \(p,q<\infty\). The technique is based on a discrete Calderón reproducing formula and the Plancherel-Pólya characterization of the Besov and Triebel-Lizorkin spaces.
