    The authors study operator-valued Fourier multipliers on Triebel-Lizorkin spaces \(F^s_{q,r}(\mathbb T,X)\) of \(X\)-valued periodic functions (\(\mathbb T=[-\pi,\pi]\), where the points \(-\pi\), \(\pi\) are identified, \(X\) is a complex Banach space). Note that usual tools the from scalar-valued case, as Parseval's formula in \(L^2\) and Littlewood-Paley's assertions, cannot be used in this vector-valued case. The results are similar to that of \textit{W. Arendt} and \textit{S. Bu} [Proc. Edinb. Math. Soc., II. Ser. 47, No. 1, 15--33 (2004; Zbl 1083.42009)] in the point that they do not depend on the geometry of the underlying Banach space. The main results of the paper are that if \((M_k)_{k\in\mathbb Z}\subset\mathcal L(X,Y)\) (the symbol \(\mathcal L(X,Y)\) states for the space of all bounded linear operators from a Banach space \(X\) into a Banach space \(Y\)) satisfies the so-called Marcinkiewicz estimate of order \(2\) then \((M_k)_{k\in\mathbb Z}\) is a Fourier multiplier from \(F^s_{q,r}(\mathbb T,X)\) to \(F^s_{q,r}(\mathbb T,Y)\) for \(q\in(1,\infty)\), \(r\in(1,\infty]\) and \(s\in\mathbb R\), while if \((M_k)_{k\in\mathbb Z}\) satisfies the Marcinkiewicz estimate of order \(3\), then it is a Fourier multiplier from \(F^s_{q,r}(\mathbb T,X)\) to \(F^s_{q,r}(\mathbb T,Y)\) for \(q\in[1,\infty)\), \(r\in[1,\infty]\) and \(s\in\mathbb R\). The results are then used to give a characterization of the maximal regularity in the sense of Triebel-Lizorkin spaces for Cauchy problems with periodic boundary conditions.
