    In this work, Lagrangian formulae for energy conservation anomalies involving the discrepancy between short-time two-particle dispersion forward and backward in time are established. In Section 2 an appropriate mathematical framework for describing dissipation/input anomalies $\lim\limits_{\nu\to0} \nu\langle|\nabla u|^2\rangle=\varepsilon>0$, where $\nu$ is molecular vilosity and $\lim\limits_{k_f\to\infty} \langle u\cdot f\rangle=I\ne0$, where $k_f$ is the wave number in $d=2$ and $d=3$ as well as their connection to the turbulence cascade is described. Namely, in Section 2.1, the work by \textit{J. Duchon} and \textit{R. Robert} [Nonlinearity 13, No. 1, 249--255 (2000; Zbl 1009.35062)] on week solutions of the $3d$ Navier-Stokes equations is reviewed and in Section 2.2 this work to a small-scale forced $2d$ Euler setup, which is proposed as a mathematical model for the study of the inverse cascade, is extended. Proofs of the results obtained are given in Section 3.
