A germ of singularity of a foliation \(\mathcal F\) in (\(\mathbb{C}^2, 0)\) is said to be \textit{dicritical} if there exists a sequence of blow-ups \(E\) such that \(E^\ast\mathcal{F}\) is regular and transverse to each irreducible component of the exceptional divisor \(E^{-1}(0)\); such \(\mathcal{F}\) is of \textit{cusp type} when the sequence \(E\) consists just of two blow-ups. The main result of this paper states that the moduli space Top\((\mathcal{F})/\sim\) of the space Top\((\mathcal{F})\) of all the dicritical foliations of cusp type which are topologically equivalent to \(\mathcal F\) up to the analytical equivalence relation \(\sim\) can be identified with a suitable function space up to an action of \(\mathbb{C}^\ast\).
