The extension of the theory of Calderon-Zygmund singular integrals to operators whose kernels are concentrated on submanifolds has developed a lot of interest in recent years. In addition to extensive work on Hilbert transform along curves, \(L^ 2\) and \(L^ p\) estimates have been obtained for translation-invariant operators on nilpotent Lie groups whose convolution kernels are singular both at group identity element and along a submanifold of dimension \(\geq 2\) by several workers including the first author [Singular integral operators with conical singularities, preprint (1985)]. Nontranslation-invariant operators associated with a smoothly varying family of submanifolds have been introduced and studied by \textit{D. H. Phong} and \textit{E. M. Stein} [Proc. Natl. Acad. Sci. USA 80, 7697-7701 (1983; Zbl 0567.42010) and Acta Math. 157, 99-157 (1986; Zbl 0622.42011)]. The second author [On \(L^ 2\) estimates for singular transforms, preprint (1985)], extending the work of Phong and Stein, has proved \(L^ 2\) estimates for a class of pseudodifferential operators with singular symbols associated with two clearly intersecting Lagrangians. Both the authors in the present paper simplify and unify the proofs given by the above workers and extend the results to certain nontranslation- invariant operators violating smoothness and rotational curvature assumptions, examples of which arise naturally in integral geometry. They prove \(L^ 2\) (or Sobolev spaces) estimates for operators whose Schwartz kernels lie in the class \(I^{M,M'}(X\times X;S_ 1;S_ 2)\) where \(S_ 2\) is the diagonal of smooth n-dimensional manifold X and \(S_ 1\supseteq S_ 2\) is smooth such that N*S is a (local) canonical graph. Then it is shown that the singular Radon transforms of Phong and Stein referred above belong to this class as well as the operators arising in the analytic interpolation proof of \(L^ p\) estimates. Finally they obtain the sharp local \(L^ 2\) estimates for the restriction of the X- ray transforms to an admissible line (geodesic) complex.
