For a Polish group acting on a Polish space, \textit{E. Effros} proved that fourteen properties of either the individual orbits or the orbit space, of an anti-ergodic character, are equivalent, under the assumption that the associated equivalence relation is an \(F_{\sigma}\) set in the product space [Ann. Math., II. Ser. 81, 38-55 (1965; Zbl 0152.332)]. Here are some examples: each orbit is a \(G_{\delta}\) iff the orbit space is \(T_ 0\) iff every ergodic measure on the space is concentrated on an orbit iff the orbit space is countably separated as a Borel space. Effros also proposed extending these equivalences to Polish groupoids, and this paper carries out the extension. The paper also includes results about totally disconnected quotient spaces and an application to indecomposable continua.
