The authors study the rough versions of the fractional B-maximal function \(M_{\Omega,\alpha,\gamma}\) and B-fractional integral \(I_{\Omega,\alpha,\gamma}\), generated be the generalized shift \(T^y_\gamma\) related to the Bessel-Laplace differential operator \(\Delta_B\), in the corresponding B-Lorentz space \(L_{p,q,\gamma}\). To this end, they extend the known O'Neil inequality for decreasing rearrangements of convolution to the case of the convolutions generated by the shift \(T^y_\gamma\). This enables them to find necessary and sufficient conditions for the boundedness of the operators \(M_{\Omega,\alpha,\gamma}\) and \(I_{\Omega,\alpha,\gamma}\) from a Lorentz space \(L_{p,q,\gamma}\) into another such a space with a critical exponent (Sobolev-type exponent), under some natural assumptions on the homogeneous function \(\Omega\) and the aparmeters of the Lorentz spaces.
