    Let \(N\in \mathbb{N}\), \(N\geq 2\), \(p\in[1,+\infty]\), \(\alpha\in \mathbb{R}\), \(m\in \mathbb{N}\), \(m\geq 1\). The author proves that there exists \(C>0\) such that the Rellich weighted inequality \[ \|\,|x|^{\alpha-2m}u\|_{L^{p}(\mathbb{R}^N\setminus\{0\})}\leq C\|\,|x|^{\alpha}\Delta^{m}u\|_{L^{p}(\mathbb{R}^N\setminus\{0\})}\quad\text{for all }u\in C^{\infty}_{c}(\mathbb{R}^N\setminus\{0\})\,, \] holds if and only if \(\alpha\neq 2m-\frac{N}{p}-n\) and \(\alpha\neq 2m-\frac{N}{p'}-n\) for all natural \(n\geq 0\). Here, \(p'\) is the conjugate exponent to \(p\), \(C^{\infty}_{c}({\mathbb{R}}^{N}\setminus\{0\})\) is the space of \(C^{\infty}\) functions which are compactly supported in \(\mathbb{R}^N\setminus\{0\}\), and \(\Delta\) is the Laplace operator in \(\mathbb{R}^N\). The author also proves a lower bound for the best constant \(C\) as above. The methods stem from those of \textit{G. Metafune} et al. [Math. Ann. 361, No. 1--2, 313--366 (2015; Zbl 1318.26038)]. Then, the author proves necessary and sufficient conditions for the weighted Rellich inequality above to hold for the operator \(\Delta+\frac{cx}{|x|^2}\cdot\nabla-\frac{b}{|x|^2}\) with \(b\) and \(c\) real constants instead of the Laplace operator.
