    This paper considers the system of coupled phase oscillators given by \[ \frac{d\theta_i}{dt}=\omega_i+\frac{K}{N}\sum_{j=1}^N[\sin{(\theta_j-\theta_i)}+h\sin{\{2(\theta_j-\theta_i)\}}] \] where the \(\omega_i\) are chosen from some even distribution \(g(\omega)\), \(K\) is the coupling strength and \(h<1\). This is a generalisation of the Kuramoto model, recovered by setting \(h=0\). The continuum limit is taken (\(N\to\infty\)) and the stability of the incoherent state is determined. Under certain conditions, such as \(g\) being bimodal with sufficiently far apart maxima, it is found that the incoherent state loses stability in a Hopf bifurcation, i.e. a pair of generalised eigenvalues of a certain linear operator obtained by linearisation of the system about the incoherent state transversally cross the imaginary axis from left to right as \(K\) is increased through the bifurcation value. The dynamics on the centre manifold at the bifurcation are determined as is the criticality of the bifurcation. Generalised spectral theory is utilised in the analysis.
