The purpose of the paper under review is to study whether small neighborhoods of contact submanifolds can be overtwisted. The authors provide a negative answer to this question in several instances. The main statement of the paper says that any small enough neighborhood of a closed contact submanifold is always tight provided its normal bundle has a nowhere vanishing section. Note that a version of this result in the case of overtwisted 3-manifolds was previously obtained by \textit{R. Casals} et al. [ibid. 14, No. 4, 1013--1031 (2016; Zbl 1365.53072)], and later by \textit{F. Gironella} for general 3-manifolds [Math. Ann. 376, No. 3--4, 957--1008 (2020; Zbl 1437.53058)]. As a corollary to the main statement, the authors prove non-existence of \(C^0\)-small positive loops of contactomorphisms in general overtwisted manifolds.
