In this paper, the constraint energy minimizing generalized multiscale finite element method (CEM-GMsFEM) is presented for a dual continuum model in the modeling of subsurface applications. The convergence of the method depends only on the coarse mesh size and is independent of scales and contrast. The method is based on a set of multiscale basis functions. These basis functions are found by obtaining the auxiliary basis functions, which are important to identify high contrast channels and fracture networks. Then, an energy minimization problem is solved with some constraints related to the auxiliary functions. Combining the effects of auxiliary functions and energy minimization, the authors show that the minimizer of the energy functional decay exponentially, and it is very small outside an oversampling region obtained by the support of the selected auxiliary function. It was shown that the basis functions are localized and that the resulting method converges independent of mesh. The theoretical findings are confirmed by numerical results.
