Let \(R\) be a commutative and finite ring with identity (\(1\ne 0\)). Assume that its ideals are linearly ordered by inclusion. Let \(\gamma\) generate its maximal ideal, and let \(e\) be its nilpotency index, i.e., the smallest positive integer \(e\) such that \(\gamma^e=0\). Assume that \(R/(\gamma R)\cong\mathbb{F}_q\) for some prime power \(q\). Given \(n\in\mathbb{N}\), \(a\in R\), let \(d_n(R,a)\) and \(c_n(R,a)\) be the number of \(n\times n\) diagonal matrices and, respectively, circulant matrices over \(R\) with determinant \(a\). The author calculates \(d_n(R,a)\) and, under certain assumptions, also \(c_n(R,a)\).
