This paper is a step towards the full solution of Stein's restriction conjecture in \(\mathbb R^3\) [\textit{E. M. Stein}, in: Harmonic analysis in Euclidean spaces, Part 1, Williamstown/ Massachusetts 1978, Proc. Symp. Pure Math., Vol. 35, 3--20 (1979; Zbl 0445.42006)]. More precisely, for the extension operator \(E\), it is proved that \[\|Ef\|_{L^p(\mathbb R^3)}\le C \|Ef\|_{L^\infty(\mathbb R^2)},\] for all \(p>3+\frac3{13}\), where \(C\) is a constant depending on \(p\). This border for \(p\) is somewhat better than those in the preceding studies. The proof is based on the polynomial partitioning techniques and the two ends argument.
