In the manuscript under review, the authors perform an in-depth 30-page study of the spectral properties of the Laplacian matrix of a cycle in which all edges have weight 1, except one edge which has weight \(\alpha\). As already remarked by one of the original paper's reviewers, this is an ``exhaustive treatise on a relatively narrow topic''.
