    Let \(F\) denote a number field with ring of adeles \(\mathbb{A}_F\). Let \(\pi\) stand for a unitary cuspidal automorphic representation of \(\mathrm{GL}(3, \mathbb{A}_F)\) and let \(\mathcal{R}(\pi; F)\) stand for the set of unramified places of \(\pi\) such that the corresponding local components of \(\pi\) are tempered. Let us denote by \(S^{ur}(\pi)\) the set of finite places such that the corresponding local component of \(\pi\) is unramified. Let \(\mathfrak{M}\) be a modulus of \(F\) and let \(C_{\mathfrak{M}}(F)\) stand for the associated ray class group with class number \(h(\mathfrak{M})\). For trivial ray class \(\mathcal{C}\), under the assumption that \(3\) does not divide \(h(\mathfrak{M})\), the author proves that \[ \sum_{\mathfrak{p}^2 \in \mathcal{C}, | a_{\pi}(\mathfrak{p}) |< 1} \frac{\log N(\mathfrak{p})}{N(\mathfrak{p})^{\frac{1}{2}}}= + \infty, \] where \(a_{\pi}(\mathfrak{p})\) is the Dirichlet character at the place \(\mathfrak{p}\) of the standard \(L\)-function associated to \(\pi\). This result implies that the set of all \(\mathfrak{p} \in S^{ur}(\pi)\) such that \(|a_{\pi}(\mathfrak{p}) |< 1\) is infinite. In the case when \(F = \mathbb{Q}\), the problem of the least prime \(p\) in an arithmetic progression such that \(\pi_p\) satisfies the Ramanujan conjecture is also considered, and a Linnik type upper bound is obtained.
