In the paper under review, the authors give a new elementary proof of the parallelizability of closed orientable 3-manifolds by using Heegaard splittings, Morse theory, vector bundles, homology and linear algebra as follows: \textbf{Stiefel's Parallelizability Theorem.} Every smooth closed orientable 3-manifold is parallelizable.
