      Here, the attention is focused on a quadratic functional depending on time of the following form: NEWLINE\[NEWLINE F_{0}(x,u) \equiv \int_{a}^{b} \{u^{T}Bu- (x^{\sigma})^{T}Cx^{\sigma} \}_{t} \Delta t \tag \(*\) NEWLINE\]NEWLINE subject to the constraints NEWLINE\[NEWLINEx_{t}^{\Delta} = A_{t}x_{t}^{\sigma} + B_{t}u_{t}, \qquad x_{a} = 0 = x_{b}. \tag{\(**\)} NEWLINE\]NEWLINE Under a certain minimal normality assumption, the author derives a necessary condition for the positivity of the functional \(F_{0}(x, u)\) on the class of pairs \((x,u)\) satisfying \((**)\). Moreover, it is established that the disconjugacy of a linear Hamiltonian system on time scale is a necessary condition for the positivity of the corresponding quadratic functional.
