The problem of harmonic oscillations of two-layer isotropic plates is considered in three-dimensional formulation. The method of homogeneous solutions for solving the problem is used. Homogeneous solutions are defined as the sum of the vortex and potential solutions. The dispersion equation for vortical and potential states are investigated. The influence of Poisson's ratio on the frequency locking for a two-layer plate is investigated. The spectral curves are calculated, the phase and group velocities are found.
