The authors study a mathematical model of a pendulum whose suspension point is attached to the center of a wheel. For such a model, the Lagrange equations of motion contain an impulse term corresponding to the wheel impact force. The equations of motion are linearized around the upper equilibrium of the pendulum with periodic impulse action. Then stability conditions are obtained by analyzing the multipliers of the monodromy matrix.
