Let \(p\) be an odd prime and let \(f\in S_k(\Gamma_0(N))\) be a newform that is ordinary at \(p\). Let \({\mathcal O}\) be the ring of integers in a finite extension of \(\mathbb Q_p\) that contains the Hecke eigenvalues of \(f\). The \(p\)-adic \(L\)-function \({\mathcal L}_f\) is an element of \({\mathcal O}[[T]]\) that interpolates normalized special values of twists of the \(L\)-function of \(f\). The Iwasawa-Greenberg Selmer group arises from the 2-dimensional \(p\)-adic Galois representation attached to \(f\) and a Galois-stable lattice. The Iwasawa-Greenberg main conjecture predicts that the characteristic ideal of the Pontryagin dual of this Selmer group is the ideal generated by \({\mathcal L}_f\) if the lattice is residually irreducible. When \(p\nmid N\), this was proved by the author and \textit{E. Urban} [Invent. Math. 195, No. 1, 1--277 (2014; Zbl 1301.11074)]. The present paper uses an argument with Fitting ideals to deduce the case where \(p\mid N\) from the previous result. As a consequence, the author obtains a formula relating the value at 1 of the \(L\)-function of \(f\) to Tamagawa numbers and the order of a Selmer group.
