Full level structures revisited: pairs of roots of unity (Q301415)

The author constructs a closed subscheme \(\underline{\text{Hom}}_S^{\text{full}}((\mathbb{Z}/p\mathbb{Z})^2, \mu_p \times \mu_p)\) of \(\underline{\text{Hom}}_S((\mathbb{Z}/p\mathbb{Z})^2, \mu_p \times \mu_p)\) such that \(\underline{\text{Hom}}_S^{\text{full}}((\mathbb{Z}/p\mathbb{Z})^2, \mu_p \times \mu_p)\) is flat over \(\mathbb{Z}\). He futher explains that how this closed subscheme is related to the notion of ``full set of sections'' or ``\(\times\)-homomorphisms'' by \textit{N. M. Katz} and \textit{B.
