In this article the authors develop further fundamental notions of the algebraic topology of topological stacks following the line of research initiated by the second author [Adv. Math. 252, 612--640 (2014; Zbl 1310.14006)]; ibid. 230, No. 4--6, 2014--2047 (2012; Zbl 1264.55010); J. Reine Angew. Math. 646, 117--133 (2010; Zbl 1237.57027)]. Namely, they extend the singular chain functor Sing from topological spaces to topological stacks and analyze its basic behaviour. In particular, they show that Sing sends morphisms of topological stacks which are both Serre and Reedy fibrations to Kan fibrations of simplicial sets and they prove that Sing preserves weak equivalences. Restricted to topological spaces Sing gives back the classical singular chain functor. The classical adjunction between the singular chain functor and the geometric realization functor will be studied in a subsequent paper as well as applications for mapping stacks, which play a fundamental role for moduli problems in geometry and topology.
