The authors construct a weighted singular valued decomposition of matrices with singular weights by using orthogonal matrices, together with a representation of weighted pseudoinverse matrices with positive semidefinite matrices weights. They also provide necessary and sufficient conditions for the existence of the constructed weighted singular valued decomposition of matrices.
