      In this paper, the authors introduce \(F\)-nilpotent local rings and study their geometric properties. An excellent normal local ring \((R,m)\) of characteristic \(p>0\) is called \(F\)-nilpotent if the natural Frobenius action on \(H_m^2(R),\dots, H_m^{d-1}(R)\) and on \(0^*_{H_m^d(R)}\) are all nilpotent. A singularity of characteristic \(0\) is said to be of \(F\)-nilpotent type if its mod \(p\) reduction is \(F\)-nilpotent for almost all \(p\). The main result of this paper is that: if \((x\in X)\) is a three-dimensional normal isolated singularity over the complex numbers, then \((x\in X)\) is of \(F\)-nilpotent type if and only if the zeroth graded piece \(\mathrm{Gr}_F^0H_{x}^i(X_{\mathrm{an}}, \mathbb{C})\) of the Hodge filtration vanishes for all \(i\). The authors conjectured that this holds for higher dimensional isolated singularities too. As an application the authors discuss the relationship of \(F\)-nilpotence with divisor class groups and Brauer groups in low dimensions. For example they proved that for a three-dimensional standard graded normal domain over the complex numbers, suppose \(R_m\) is an isolated singularity. Then \(R_m\) is of \(F\)-nilpotent type if and only if neither \(\mathrm{Br}'(SpecR-\{m\})\) nor \(\mathrm{Cl}(R)\) contains \(\mathbb{Q}/\mathbb{Z}\).
