For a compact connected non-orientable surface \(F\) with non-empty boundary, let \(p : \tilde{F} \to F\) be the orientation cover of \(F\) and \(\tau : \tilde{F} \to \tilde{F}\) the covering transformation of \(p\). Let \(\pi = \pi_1(F, x_0)\), \(\hat{\pi}\) be the set of free homotopy classes of oriented loops in \(\tilde{F}\), and \(\theta\) be the map \((1/2)(\text{id} - \tau) : K \hat{\pi} \to K \hat{\pi}\). In this paper, the author introduces a Lie subalgebra \(\theta (K \hat{\pi})\) of the Goldman Lie algebra \(K \hat{\pi}\) and the action of \(\theta (K \hat{\pi})\) on \(K \pi\), where \(K\) is a commutative ring containing the rationals. As an application, the author obtains an explicit formula for the Dehn twist about a simple closed on \(F\) whose tubular neighborhood is homeomorphic to an annulus, analogous to the formula by \textit{N. Kawazumi} and \textit{Y. Kuno} [Quantum Topol. 5, No. 3, 347--423 (2014; Zbl 1361.57027)] for orientable surfaces.
