    Let \(\psi:[0,1]\to[0,\infty)\) and \(s:[0,1]\to{\mathbb R}^n\) be measurable functions and \(s(x,t):=s(t)x\). The generalized Hardy-Cesàro operator \(U_{\psi,s}\) and its commutator \(U_{\psi,s}^b\) with the operator of multiplication by a measurable function \(b:{\mathbb R}^n\to{\mathbb C}\) are defined by \(U_{\psi,s}f(x)=\int_0^1f(s(x,t))\psi(t)\,dt\) and \(U_{\psi,s}^b f(x)=b(x)U_{\psi,s}f(x)-U_{\psi,s}(bf)(x)\), respectively. The authors found two-sided estimates for the norm of the operator \(U_{\psi,s}\) on the weighted Herz spaces \(K_{p,q}^\alpha(\omega)\) and the weighted Morrey-Herz spaces \(MK_{p,q}^{\alpha,\lambda}(\omega)\). They also established conditions for the boundedness of the commutator \(U_{\psi,s}^b\) with a symbol \(b\in \mathrm{Lip}^\beta({\mathbb R}^n)\) between the two-weighted Morrey-Herz type spaces \(M\dot{K}_{p,q_1}^{\gamma_1,\lambda}(\omega_1,\omega_2)\) and \(M\dot{K}_{p,q_2}^{\gamma_2,\lambda}(\omega_1,\omega_2)\).
