    The authors study the initial and initial-boundary value problems for strictly hyperbolic \(2\times 2\)-systems of balance laws \(u_t+f(a(x,t),u)_x=a_xg(a,a_x,a_t,u).\) To treat these problems, a new version of Glimm scheme is introduced, its stability is justified by modified interaction estimates. Using this scheme, the authors establish the existence of global entropy solutions to the problems under consideration with sufficiently small total variation of initial and boundary data.
