      Throughout the paper, all spaces are assumed to be separable and metrizable. A space \(X\) is said to have the compact (neighborhood) extension property if for every compact \(K\) and for every subset \(A\) of \(K\) every continuous function \(f: A\to X\) can be extended over \(K\) (some neighborhood of \(A\)). The author proves that every \(\sigma\)-compact space \(X\) with the compact (neighborhood) extension property is an AR (ANR). This solves the problem ANR 13 of J. West in \textit{Problems in infinite-dimensional topology}, [\textit{J. van Mill} (ed.) and \textit{G. M. Reed} (ed.), Open problems in topology. Amsterdam etc.: North-Holland.
