      The authors analyse the scattered field from thin high contrast dielectrics modeled by the full three-dimensional time-harmonic Maxwell system while accounting for material boundaries. A generalized Lippmann-Schwinger equation for a Maxwell scatterer in the presence of jump discontinuities is obtained (where an additional surface term associated with the material discontinuities can be seen). The boundary integral operator which arises from the surface term on the jumps is studied in detail. Theorems about trapping of the wave are obtained and it is proved that the surface terms force the normal component of the electric field to go to zero on the boundary of the thin high contrast domain. Finally, consequent asymptotic expansions and related computational techniques are discussed.
