The author proves an algebraic inequality related to the minimal value problem for the polynomial \[ f(x_1,\ldots,x_N)=-b \sum_{i=1}^N x_i - \sum_{1\leq i< j\leq N} x_ix_j \] subject to the obstacle \[ \sum_{i=1}^N a_i x_i +C=0, \] where \(N\geq2,\) \(b,\) \(C\) and \(a_i\) are constants and \[ \sum_{i=1}^N a_i \neq0,\qquad \left(\sum_{i=1}^N a_i\right)^2-(N-1) \sum_{i=1}^N a^2_i>0. \] As an application, optimal concavity is derived for some Hessian, operators and \(C^2\)-a~priori estimates are established for a class of prescribed \(\sigma_2\)-curvature measure equations.
