    The paper concerns the finite element methods for Maxwell's equations with physical parameters which may have jumps across the interfaces. The authors propose a discrete weighted Helmholtz decomposition based on the discontinuity of the coefficients. The method can be used to analyze the convergence of preconditioners for Maxwell's equations with large jumps in coefficients. It is employed to study the dependence on the jumps of the condition number of the edge element system of the substructuring preconditioners for saddle-point problems arising from Maxwell's equations in three dimensions.
