The main result of this work is a transversality result for linear spaces of forms of polynomials vanishing on generic points. In the process of proving this result, the author clarifies and refine previous work with \textit{R. Fröberg} [in: Complete intersections, Lect. 1st Sess. C.I.M.E., Acireale/Italy 1983, Lect. Notes Math. 1092, 121--151 (1984; Zbl 0558.13007)] on the theory of inverse systems and generic forms. The needs for these improvements grew out of our proof of Zanello's bound for Hilbert functions. In Section 1, the author recalls the definitions and basic properties of the divided power structure of symmetric powers of modules. The main ingredient in the theory of inverse systems is the module structure of divided powers of symmetric products of modules. In section 3, the author defines this structure and gives its basic properties, and, in particular, the important action on linear forms. The action of symmetric algebras of modules on the corresponding graded dual with its divided power structure, as presented in the previous section, is often called an inverse system. In section 4, we present some of the main properties of such systems. In section 5, the author shows the main results on spaces of homogeneous polynomials vanishing on given points, and the transversality properties of such spaces when the points are in generic positions.
