This interesting paper under review is concerned with the various extensions of ``Voronin's spectacular Universality Theorem for the Riemann zeta-function'' (cf. Theorems 1 and 2). One of the author's main results (Theorem 3) may be stated as follows. Let \(f\) be holomorphic in the strip \(1/2 < {\text Re}\, z <1\). Then there exists an increasing sequence \(\{K_n\}\) of compact sets whose union is the strip \(1/2 < {\text Re}\, z <1\), such that, for each \(n\) and for each \(\varepsilon>0\), \[ \underline{d}\left(\left\{ t > 0: \max_{z\in K_n} |\zeta(z+it)-f(z)| < \varepsilon \right\} \right ) > 0, \] where \(\underline{d}(E)\) denotes the lower density of a measurable set \(E \subseteq (0, \infty)\). In Section 4, the author employs prime-end theory to obtain a number of new results involving zero-free polynomial approximation and whence (in light of the results in the previous sections) approximation by the Riemann zeta-function. In Section 5, the author proves some additional results on approximation in the spherical metric, by rational functions as well as by the Riemann zeta-function (cf. Theorem 23).
