Let \(X\) and \(Y\) be topological spaces. A mapping \(f:X\to Y\) is called sequence-covering if whenever \(\{y_n\}_{n\in\mathbb N}\) is a sequence on \(Y\) converging to a point \(y\in Y\), then there are a sequence of points \(x_n\in f^{-1}(y_n),\;n\in\mathbb N\), and a point \(x\in X\) such that \[ x\in f^{-1}(y)\quad\text{and}\quad x_n\to x. \] A space \(X\) is called strictly Fréchet if whenever \(\{A_n\}_{n\in\mathbb N}\) is a sequence of subsets of \(X\) and a point \(x\in\bigcap_{n\in\mathbb N}\overline A_n\), then, for every \(n\in\mathbb N\), there is \(x_n\in A_n\) such that \(x_n\to x\). A mapping \(f:X\to Y\) is called strictly countably bi-quotient if for every \(y\in Y\) and every open cover \(\{U_n:n\in\mathbb N,\;U_n\subseteq X\}\) of \(f^{-1}(y)\) there is \(m\in\mathbb N\) such that \(y\in int(f(U_m))\). The authors prove the following {Theorem.} Let \(X\) be a topological space. The following statements are equivalent. (i) \(X\) is a strictly Fréchet space. (ii) Every sequence-covering mapping onto \(X\) is strictly countably bi-quotient. (iii) \(X\) is a strictly countably bi-quotient image of a metric space. Write \(ac A\) for all the set of all accumulation points of a set \(A\). The following concept is introduced in the paper. {Definition.} A space \(X\) is a strict accessibility space if whenever \(\{A_n\}_{n\in\mathbb N}\) is a sequence of subsets of \(X\) and \(x\in ac A_n\) for every \(n\in\mathbb N\), then there exists a closed set \(C\subseteq X\) such that \[ x\in ac C \quad\text{and}\quad x\not\in ac(C-A_n) \] for every \(n\in\mathbb N\). {Theorem.} A \(T_1\)-space \(Y\) is a strict accessibility space if and only if every quotient mapping onto \(Y\) is strictly countably bi-quotient. Some other results related to the so-called countably bi-quotient mappings are also found.
