      The authors discuss the effect of time delays in a ring neural network model of the type NEWLINE\[NEWLINE\frac{du_i}{dt}=-\frac{u_i}{r_i} +w_{i,i-1} f_{i-1} (u_{i-1}(t-\tau_{i,i-1}))\;(i \bmod n), NEWLINE\]NEWLINE \(i=1,2,\dotsc,n\). Based on Chafee's theory, a simple criterion to guarantee the existence of permanent oscillations is proposed. In this network, the passive decay rate \(\dfrac1{r_i}>0\) and the weights \(w_{i, i-1}\neq0\) play an important role. They affect the oscillatory frequency and amplitude of the outputs. When these time delay systems generate a permanent oscillation, the delays only affect the oscillatory frequencies. Four examples of three-node and four-node systems are given to support the analysis.
