      A calmness property is a basic regularity condition for the study of the sensitivity behavior of variational problems subject to perturbation. It contributes to uncover deep insight into the issue of the existence of exact penalty functions in constrained optimization. Penalty methods have never been studied for vector optimization problem with equilibrium constraints, which are only special cases of vector optimization problems under nonlinear perturbations. In this paper, a vector optimization problem under nonlinear perturbations is studied. The notion of the calmness property is introduced. The relationship between the local calmness property and the existence of local exact penalty functions for the problem is investigated. Sufficient conditions for the calmness are derived.
