      There is defined first an abstract system describing the flutter phenomenon \[ \ddot{u} + A\dot{u} + (B^2+C)u = f(u,\dot{u}) \] with \(iB\) being a \(C_0\) group generator on the complex Hilbert space \(H\), having bounded inverse, \(A\), \(C\) being linear and bounded; also \(f\) is infinitely differentiable. For this system the existence of a unique smooth solution is proved. Then the results are applied to the boundary value problem \[ \begin{gathered} u_{tt} + \varepsilon u_t + \mu u = a^2u_{xx} + f(u,u_x,u_t), \\ u(0,t) = u(\pi,t) = 0.\end{gathered} \] An application of this result is the analysis of the parametric oscillations of \[ \begin{gathered} \ddot{u} + \varepsilon\dot{u} + (B^2+C_0+\varepsilon\alpha C_1\cos (2\varphi))u = f(u,\dot{u})\\ {{d\varphi}\over{dt}} =co_n(1+\varepsilon\delta).\end{gathered} \]
