In this paper the author studies the properties of a measure which describes the velocities in a turbulent 3-D fluid at different levels of a scale of spatial lengths, in the case when the velocities vanish. To this end, one considers a model in which the fluid system is represented as an interacting union of subsystems with finite degrees of freedom, in such a way that the energy corresponds to a heat flow evolving in a collection of subsystems. It is assumed that the fluid system is contained in a cube. One shows that the central limit theorem holds for the dissipation and the velocity distribution, and various results are stated which depend upon the value of the Reynolds number.
