    \noindent The author considers the operator as described in the title, where \(\Omega\) is a bounded domain in \(\mathbb{R}^n\), \(\tau \in \mathbb{R}\), and \[ I^{\alpha}_{\tau, \Omega} u(x) = \int_{\Omega} e^{i \tau a\cdot y} \frac{u(y)}{ | x - y|^{n - \alpha} } \, dy. \] \noindent Such operators arise in inverse and ill-posed problems. The author gives estimates in spaces defined by the (ordinary) Riesz potential (\(\tau = 0\) or \(a = 0\) above), showing that there is a decay of a negative power of \(\tau\). \noindent If \(0 < \alpha \leq 1\), let \(I^{\alpha}(L_p)\) denote the space of Riesz potentials and \(L^{\alpha}_{p,q} = \{ u \in L_q(\mathbb{R}^n) \;| \;D^{\alpha} u \in L_p(\mathbb{R}^n) \}\), where \(D^{\alpha}\) is the Riesz fractional derivative defined by integrating differences over suitable powers of \(|y|\). \noindent The main result is: suppose \(0 < \beta < \alpha \leq 1, 1 < p < n/\alpha, u \in L^{p}_{p, p_{\beta}}(\mathbb{R}^n)\), then \[ || I^{\alpha}_{\tau, \Omega} u||_{L_{p_{\alpha}}} \leq C_{\alpha} \tau^{- \beta} || u ||_{L^{p}_{p, p_{\beta}}}, \] \noindent where \(p_{\beta}= \frac{np}{n - \beta p}\). To state the result for \(\Omega\), replace the space of Riesz potentials by \[ I^{\alpha}_{\Omega}(L_p) = \left\{ u = \int_{\Omega} \frac{v(y)}{ |x - y|^{n - \alpha} } \, dy, v \in L_p(\Omega) \right\} \] \noindent and the estimate reads: if \(p \leq q \leq p_{\alpha}, p_{\alpha}= \frac{np}{n - \alpha p}, u \in I^{\alpha}_{\Omega}(L_p) \), then \[ || I^{\alpha}_{\tau, \Omega} u||_{L_{q}(\Omega)} \leq c^{\prime}_{\alpha} \tau^{- \alpha} || u ||_{L^{\alpha}_{p, p_{\alpha}}}. \] \noindent The author bases the proof on an explicit integral representation of \( I^{\alpha}_{\tau, \Omega} u\) in terms of the Riesz fractional derivative of \(u\).
