    Let \(\mathcal N\) be the nilpotent cone, i.e., the variety of \(n\times n\) complex nilpotent matrices. Then the general linear group \(\mathrm{GL}_n({\mathbb C})\) acts on \(\mathcal N\) by conjugation. In the paper under review the author studies the above action for an arbitrary upper-block parabolic subgroup \(P\) of \(\mathrm{GL}_n({\mathbb C})\), with special attention on the action of the Borel subgroup \(B\) and of the standard unipotent subgroup \(U\). The author obtains generic normal forms of the orbits and describe explicit generating sets of the (semi-) invariants for the Borel semi-invariant ring and for the \(U\)-invariant ring. The \(U\)-invariant ring is described in more detail in terms of algebraic quotients by a special closely related toric variety. This helps to provide the explicit structure of the \(U\)-invariants in dimension 2 and 3. Finally the author initiates the study of a GIT-quotient for the Borel-action on \(\mathcal N\).
