      The authors of this article generalize the character sum formulas of McLeman-Rasmussen attached to isogenies of elliptic curves in positive characteristic [\textit{C. McLeman} and \textit{D. Moody}, Int. J. Number Theory 9, No. 1, 125--138 (2013; Zbl 1305.11106)] and [\textit{C. McLeman} and \textit{C. Rasmussen}, Bull. Lond. Math. Soc. 44, No. 6, 1221--1236 (2012; Zbl 1281.11057)]. Actually they prove the main theorem, a relation that transports character sums across a normalized isogeny. They deduce an exact sequence related to isogenies of elliptic curves over finite fields. Two improvements are given: sums are evaluated for isogenies of degree greater than two, and over arbitrary finite fields. They also prove a transfer formula to evaluate such sums quickly over the domain curve and use this to evaluate the character sums attached to several standard families of isogenies of low degree and obtain congruence relations for the character sums in question.and obtain congruence relations for the character sums in question.
