      This paper is devoted to the study of a Neumann problem for the fractional Laplace operator. The study is in relationship with the Keller-Segel model with nonlocal chemical concentration diffusion. The main result establishes the existence of nonconstant smooth solutions, provided that the positive parameter is small enough. Moreover, the authors prove that these solutions are obtained by minimizing a suitable energy functional. The proof of this result relies on semigroup theory arguments in combination with variational methods. An asymptotic property and regularity estimates are also established.
