      This paper extends the series [\textit{S. Baseilhac} and \textit{R. Benedetti}, Topology 43, No. 6, 1373--1423 (2004; Zbl 1065.57008); Geom. Topol. 9, 493--569 (2005; Zbl 1093.57005); Algebr. Geom. Topol. 7, 845--917 (2007; Zbl 1139.57008)] on \textit{quantum hyperbolic invariants}, which are complex-valued invariants of oriented 3-manifolds \(M\) with a single cusp and a \(\mathrm{PSL}(2,\mathbb C)\)-connection and some cohomological data. These invariants fit together into a TQFT and have many connections to quantum Chern-Simons theory and Teichmüller theory. The main advances in the present paper are {\parindent=6mm \begin{itemize} \item[(1)] to extend from the case of hyperbolic structure to arbitrary \(\mathrm{PSL}(2,\mathbb C)\)-connection;\item [(2)] the provide a state-sum description of the invariant in terms of triangulations;\item [(3)] to introduce a combinatorial/geometric structure called a \textit{pattern} related to the A-polynomial of the cusped 3-manifold;\item [(4)] to fix a sign ambiguity present in the authors' earlier work. \end{itemize}}The paper is not short.
