The authors invent a way to construct a new Hopf algebra from a Hopf algebra which is graded by a discrete group together with an action of the same group preserving the grading. The construction is divided into two steps: the first step is to take the crossed product and the second step is to take the diagonal subalgebra. The authors also generalize the above construction to the categorical level. As applications, the authors make a contribution to the following two general problem: 1) The quantum group realization problem for the Kazhdan-Wenzl type categories. 2) Determination of the quantum subgroups of the twisted quantum groups.
